Queensland Regulatory Simplification Plan

The Queensland Regulatory Simplification Plan 2009-13 outlines how the Government will review the existing stock of Queensland regulation to achieve the Queensland Government’s initial target for reducing the compliance burden to business and the administrative burden to government by $150 million per year by the end of 2012-13. Agencies are participating in one of two 3-year review phases beginning in 2009 (Phase 1) or 2010 (Phase 2).

Agency regulatory simplification plans are a way to identify opportunities to reduce unnecessary and excessive legislative requirements, and streamline administrative and procurement processes. The aim is to give time and money back to business, community and government to invest in pursuits that promote productivity, facilitate innovation and increase competitiveness.

Agency regulatory simplification plans are to be action oriented to reflect changing government priorities and stakeholder consultation.  To ensure agency regulatory simplification plans address the real issues of stakeholders, we are seeking your input to inform future reform directions and development of regulatory reform initiatives to ensure they deliver significant and tangible benefits to business, community and government.

Department of Community Safety

The Department of Community Safety was created in March 2009 and includes the Queensland Ambulance Service, the Queensland Fire and Rescue Service, Queensland Corrective Services and Emergency Management Queensland. The department’s aim is keeping the community safe by protecting lives and property through emergency services and the humane containment, supervision and rehabilitation of offenders through corrective services.

Key services of the department include:

    • The provision of emergency services throughout Queensland; and
    • Maintaining and administering Queensland’s corrective and rehabilitative services. 

Key initiatives in the Department of Community Safety Simplification Plan

    • The DCS Strategic Review of Legislation will review all of the department’s existing legislation, assessing the effectiveness of provisions and identifying options for regulatory simplification.
    • Review of Smoke Alarm Provisions to assess and evaluate the effectiveness of the implementation arrangements and measure the impact of the new laws from a safety and compliance perspective.
    • The QFRS information access project which is investigating the potential to streamline processes for relevant stakeholders (eg. insurance companies and solicitors) to access information from fire investigation reports. Improved processes will result in more timely provision of information.
    • The Community Safety Operations ICT Project is a project aimed at developing systems, ICT environments and training to enable QFRS to undertake electronic assessment and approval of building development applications. Electronic assessment will deliver administrative savings to stakeholders.
